Abstract
Administrative contracts are characterized by a special legal system that differs in many respects from the legal system of civil contracts. This is due to the fact that contracts concluded by public authorities aim to serve public utilities and related public interests, while civil contracts concluded between individuals aim to achieve the personal goals of those individuals. Administrative contracts lack an important characteristic underlying civil contracts: the contracting party has complete freedom to choose its contracting party. Contracting in the administrative field is subject to specific methods, which in themselves constitute a restriction on the administration's freedom to choose the other party to the contract.
