تتناول هذه الدراسة مفهوم سيادة القانون وأهميته في ضمان استقرار الدولة وحماية حقوق وحريات المواطنين، حيث تُوضح كيف تُساهم سيادة القانون في القضاء على الظلم والاستبداد والجرائم وغيرها من الآفات المجتمعية، كما تُبرز دور سيادة القانون في تحقيق الحريات الأساسية المكفولة في المواثيق الدولية، وتناقش الدراسة أيضاً التحديات التي تعارض تطبيق سيادة القانون، مثل ضرورة التوفيق بين ضمانات المواطنين وطبيعة نظام الحكم، وأهمية استقلالية السلطات العامة، وتخلص الدراسة إلى أن سيادة القانون تُعد ركنًا أساسيًا لبناء مجتمع عادل ومستقر.
