إن ظاهرة الفساد ظاهرة ذات أبعاد متعددة لذلك فإن التخطيط الاستراتيجي لمكافحة الفساد لا بد أن يكون على دراية كاملة بهذه الأبعاد، فالسياسات التشريعية النابعة عن السياسة العامة تهدف إلى توقي الأخطار المفترضة المترتبة على السلوك الفاسد، والذي قد يكون ناجماً عن الخطورة الجنائية أو الاجتماعية، والتي تنبي بارتكاب جرائم الفساد، فلقد ازداد اهتمام المجتمع الدولي بآليات مكافحة الفساد لتوقي الأخطار المترتبة على المستوين المحلي والدولي، وذلك عن طريق إقرار مجموعة من الآليات ضمن نماذج تشريعية دولية، مع التأكيد بأن أي محاولة لتقويض الفساد لن تكون ذات جدوى ما لم تكن نابعة من خصوصية البيئة المحلية، لهذا من الضروري سن التدابير الوقاية التي تتماشى مع القيم الأخلاقية الراسخة في المجتمع، لأن لكل مجتمع ظروف تحتاج إلى دراسة بعناية وخاصة عند التغييرات التي ترافق التحولات السياسية والتقلبات في الأوضاع الاقتصادية والاجتماعية، والتي تنعكس بالضرورة على الثقافة المجتمعية وبالتي يكون للقيم المستحدثة دور كبير في رفض السلوك الفاسد أو قبوله.
