Abstract

Administrative liability is generally based on the obligation to compensate those harmed by the activities of administrative facilities, similar to civil liability in terms of the objective of redressing the damage, with the difference being in terms of the equivalence of the two parties to the relationship. The administrative liability of the public health facility is based on the general framework of administrative liability, while recognizing the existence of a specificity represented by its comprehensiveness, as it is broader in scope than the civil liability of doctors, as it includes all errors committed by doctors and the medical and administrative staff of health facilities, in addition to the unsuitability of the devices or medicines used to treat patients.
