الاستفتاء في الحالة الليبية "حلاً أم أزمة"

إن موضوع ((الاستفتاء في الحالة الليبية "حلاً أم أزمة" )) مبعث البحث فيه لارتباطه بما يشهده الواقع الليبي من عدم إيجاد مخرج لإنهاء المرحلة الانتقالية وتأسيس الدولة وانتخاب المؤسسات الدائمة بناءً على دستور دائم، فليبيا منذُ قيام الثورة في 17 فبراير 2011 مرت بتنوع في مراحلها الانتقالية، فعلى الصعيد الدستوري قام المجلس الانتقالي بإصدار الاعلان الدستوري الليبي في 03/08/2011، وبعد انتخاب المؤتمر الوطني العام في 01/ 08/2012 والذي بدوره أصدر القانون رقم 17 لسنة 2013 بشأن انتخاب الهيئة التأسيسية لصياغة مشروع الدستور، والتي كان أول اجتماع لها في 21/04/2014 وكان من المفترض أن يتم الاستفتاء على مشروع الدستور في مارس 2015، إلا أنها أنهت أعمالها في يوليو 2017، تم أصدر مجلس النواب القانون رقم (6) لسنة 2018 بشأن الاستفتاء على مشروع الدستور، ثم تم تعديل القانون رقم (6) بالقانون رقم (1) لسنة 2019 وإلى الآن لم يتم الاستفتاء عل مشروع الدستور الصادر عن الهيئة التأسيسية .
