السيادة بين الامتداد والانحسار
الملخص
بما أنّ الدولة تقوم على ثلاثة عناصر أساسية هي الاقليم والسعب والسلطة , وحيث إن هذه العناصر تكاد تنفرد بها الدولة عن بقية إشخاص القانون الدولي , فإذا اكتملت تلك العناصر كان للدولة الحق في ممارسة سلطاتها على إقليمها وعلى المقيمين فيه , وهذه السلطات والاختصاصات التي تنفرد بها الدولة هي ما يعرف بالسيادة .
وإذا كانت السيادة تعنى مجموعة الاختصاصات والسلطات التي تمارسها الدولة على إقليمها وعلى المقيمين به , لذلك فقد ارتبط مفهومها قديما بما تملكه تلك الدولة من جيوش وقوة في مواجهة الدول الاخرى وحتى في مواجهة سكانها , غير إن هذا الامر وإن كان قد أخذ من الانسانية زمنا ليس باليسير إلا أنه ونتيجة الصراعات والحاجة الى تنظيم العلاقات بين الدول , لذلك ظهرت العديد من الاتفاقيات التي نظمت تلك العلاقات .
